Open Access Policy

Terra Juris Journal of Environmental Sustainability is an open-access, peer-reviewed journal committed to providing free and permanent access to scholarly research in taxation, public finance, fiscal policy, public-sector accounting, fiscal governance, and related public-sector disciplines. All published articles are accessible to readers without subscription or access fees.

All articles are published under the Creative Commons Attribution-ShareAlike 4.0 International License (CC BY-SA 4.0). Users may share and adapt the material for any purpose, including commercial purposes, provided that appropriate credit is given, a link to the license is supplied, and changes are indicated. Adapted material must be distributed under the same license.

Peer Review Process

Terra Juris Journal of Environmental Sustainability applies a double-blind peer-review process to support the quality, originality, integrity, and scholarly relevance of published manuscripts. Authors and reviewers remain anonymous to one another during the review process.

Initial Editorial Screening. Each submission is first assessed by an editor for relevance to taxation, public finance, fiscal policy, public-sector accounting, fiscal governance, and related public-sector disciplines, originality, methodological adequacy, clarity, completeness, ethical requirements, compliance with the Author Guidelines, and potential similarity or plagiarism concerns. Manuscripts may be declined without external review when they fall outside the journal’s scope or fail to meet fundamental scholarly or submission requirements.

Reviewer Assignment and Evaluation. Manuscripts that pass the initial screening are assigned to an editor and normally evaluated by at least two independent reviewers with relevant expertise. Reviewers assess originality, theoretical or practical contribution, methodology, data and analysis, validity of findings, discussion and interpretation, presentation quality, ethics, and the quality and relevance of references.

Editorial Decision. Based on the reviewers’ reports and the editor’s assessment, the decision may be Accept, Minor Revision, Major Revision, Resubmit for Further Review, or Reject. The editor retains responsibility for the final editorial decision.

Revision. When revision is requested, authors should address the reviewers’ comments carefully and normally submit a revised manuscript within two weeks, accompanied by a response explaining how the substantive comments were addressed. A revised manuscript may be returned to the original reviewers or assessed editorially as appropriate.

Timeline and Confidentiality. The journal aims to provide an initial decision, or an explanation for delay, within two months of submission, although actual timing may vary. Manuscripts, reviewer reports, identities, and editorial correspondence are treated as confidential in accordance with the journal’s publication-ethics policies.

Publication Frequency

Terra Juris Journal of Environmental Sustainability is published twice a year, in June and December.

Terra Juris Journal of Environmental Sustainability utilizes the LOCKSS system, where available through the journal platform, to support distributed preservation and long-term access to published content.
